Tim England was unable to download the strong (128 bit encryption) versions of either Explorer or Communicator. He finally found the answer. The explanation may help others in the same predicament:
"It seems that both download sites want reverse domain look-ups for downloading their 128-bit browsers. After digging into the web docs, it seems that legally, they must have some form of verification that you are indeed in the US when you download it, and the only way they have to check that is through reverse-DNS look-ups. I am running on a ADSL line, and I have a router set up so we can have firewall and share one IP for the whole network (assigning local 192.168.0.x IP's). It seems that USWest does not provide reverse DNS service for it's static IP's. After I disconnected the router, and connected my machine directly to the ADSL modem, and then switched to DHCP on USWest's network, I was able to download the browser. I then switched everything back and it works like a charm."
