Recycling e-waste: Who should pay?

A recent study by Pike Research has found that over 76 percent of consumers see recycling as the key to reducing the world's e-waste.

However, 37 percent of consumers also think that recycling their e-waste should be a free service, according to "Electronics Recycling and E-Waste Issues," a study released Thursday.

That's not to say consumers necessarily believe electronics manufacturers should be the ones picking up the tab. Only 10 percent of those surveyed saw recycling as a "producer responsibility," and only 14 percent thought the cost of free e-waste recycling should be built-in as part of product purchase price.

The independent survey was conducted by the research firm as a Web-based questionnaire on a "demographically balanced" sampling of 1,000 Americans.

The study results are a bit surprising because many companies offer rebates on new items in exchange for recycled goods, implying that there is already an e-waste recycle tax built into the price of products. There are also many company-sponsored recycling programs. If you go by the statistics in their sustainability reports, the biggest producers and sellers of electronics also do recycle a relatively large amount of consumer e-waste.

Some consumers might also be a bit lazy when it comes to recycling their old tech junk. The average consumer had "2.8 pieces of unused, broken, or obsolete electronics equipment in their home or storage area," according to Pike Research.

Thirty-five percent also thought there should be a convenient service wherein e-waste recycling is picked up at their curb, like they have for other trash.

But not to worry, Pike Research released a report in May that concluded that e-waste build-up will plateau by 2015.

U.S. Army orders bridges made of recycled plastic

Axion International Holdings has won a $957,000 contract to provide the U.S. Army with two bridges made from a thermoplastic composite and recycled plastic, the company announced Wednesday evening.

The two bridges, which are replacing old wooden ones, will be constructed at Fort Eustis in Virginia from a proprietary Recycled Structural Composite (RSC) developed by Axion in conjunction with scientists at Rutgers University.

The railroad cross-ties will be made entirely of a plastic composed of recycled materials from both consumer and industrial plastic waste. Axion asserts that its recycled plastic railroad ties are actually longer-lasting that typical creosote-treated wood railroad ties.

Both the 40-foot and 80-foot bridges to be built will each have a high-loading rating of 130 tons, and be used to transport both locomotives and freight traffic, according to Axion.

The location is significant. Fort Eustis is home to the U.S. Army Transportation Corps, the branch of the Army responsible for coordinating the movement of personnel and cargo. The Fort Eustis motto is Einstein's famous quote "Nothing happens, until something moves." It's also the location of the U.S. Army Transportation Museum.

But this is not the first military bridge to be made out of plastic by Axion for the military. The Army has previously built plastic bridges for Fort Bragg and Camp Mackall in North Carolina using materials and structural design that allowed for a bearing load of 73 tons for tracked vehicles and 88 tons for cars and trucks. To demonstrate its strength a 70-ton M1A1 Abrams tank was driven across the bridge at its official unveiling in September.

The design and engineering of the bridges is being be done by Parsons Brinckerhoff and Centennial Contractors Enterprises.

Cheetos bags find new life as MP3 speakers

A New Jersey-based environmental firm has developed audio player speakers made from recycled chips and candy bar packages.

TerraCycle is using its large waste-collection program to turn Doritos and Cheetos bags, as wells as Mars candy wrappers, into funky, foldable speakers.

The Frito-Lay Speakers have a 3.5 mm universal plug and don't require batteries. They sell at Radio Shack and on the TerraCycle Website, where they're listed for $19.99.

Founded by Princeton dropout Tom Szaky, TerraCycle "upcycles" waste into over 100 useful products, such as backpacks made from Capri Sun drink pouches, pencil cases made from Chips Ahoy wrappers, and kites made from Oreo cookie bags.

The company collects waste from groups across the country and donates money to charities for each item received. It aims to save thousands of tons of packaging from entering landfills each year.

EcoATM pays you for used gadgets

You know that old Motorola Razr that's been sitting in your nightstand for the last year? If you live near Omaha, Neb., you can march up to the EcoATM at the Nebraska Furniture Mart, toss it in, and automatically get an in-store trade-up coupon or gift card.

The self-serve e-cycling station electronically inspects phones, assigns them real-time secondary market value, and provides in-store payment--if the handset still has any monetary worth. If not, consumers can choose to assign the device to the recycle bin, and then it's on its way to getting recycled or refurbished.

The kiosk at the Omaha store is the first such station to be installed by San Diego-based start-up EcoATM, and it's serving as a test case in advance of a scheduled larger rollout.

The company, formerly called ReMobile, declared the Nebraska machine an immediate success when it went into operation September 21--both in the number of recycled devices collected and the trade-up purchases.

On its first day, 23 phones went into the recycle bin. In addition, "the EcoATM at NFM bought back over $100 in phones on day two, including a perfect BlackBerry Curve," Twittered EcoATM's Eric Rosser, who said in an interview he thinks retailers will appreciate the automation of the EcoATM and consumers will value the speed and convenience.

The company plans to install kiosks at wireless stores and big-box retailers in San Diego, Texas, Washington state, and Vermont this quarter, Rosser said, with a "massive rollout" set for the second quarter of next year. Eventually the EcoATMs should be able to recognize other gadgets, such as MP3 players, digital cameras, notebooks, printers, and storage devices.

The machines rely on a camera-based system to detect signs of wear such as cracked screens, missing keys, and scuff marks, and to determine a device's approximate value. If it's not worth anything, consumers could still get a free gift for their efforts--in Omaha's case, a waterproof phone case. And in a green nod, EcoATM will plant a tree for them.

MIT project to track trash

It's 10 p.m. Do you know where your trash is? A new project from the Massachusetts Institute of Technology hopes to find out.

A team of MIT researchers announced on Wednesday a project called Trash Track, designed to monitor trash from start to finish. The team will electronically tag different pieces of waste to trace their voyage through the disposal systems of New York City and Seattle.

By examining the patterns and costs of waste disposal, MIT hopes to educate people about the impact of garbage on the environment and make them aware of what they throw out.

"Trash is one of today's most pressing issues--both directly and as a reflection of our attitudes and behaviors," says professor Carlo Ratti, head of the MIT Senseable City Lab. "Our project aims to reveal the disposal process of our everyday objects, as well as to highlight potential inefficiencies in today's recycling and sanitation systems. The project could be considered the urban equivalent of nuclear medicine--when a tracer is injected and followed through the human body."

Volunteers in New York and Seattle will allow individual pieces of their trash to be tagged with wireless location markers, known as "trash tags." The tags will calculate the ongoing location of each piece of trash and report back to a central server, where the data can be analyzed and viewed in real time.

"Trash Track aims to make the removal chain more transparent," says the lab's associate director, Assaf Biderman. "We hope that the project will promote behavioral change and encourage people to make more sustainable decisions about what they consume and how it affects the world around them."

Starting in September, the public will be able to see the results of the study online and at special exhibits at the Architectural League in New York City and the Seattle Public Library.

Greenpeace guide frowns on HP, still loves Nokia

Greenpeace released its latest Guide to Greener Electronics on Wednesday, revealing that promises aren't always kept.

The Greenpeace guide, which started in 2006, ranks the top 17 PC, cell phone, TV, and gaming console manufacturers based on their policies regarding e-waste, climate change, and use of toxic chemicals.

Hewlett-Packard, Dell, and Lenovo all dropped in the rankings for failing to live up to public promises to eliminate polyvinyl chloride (PVC) and brominated flame retardants (BFRs) from their computers by the end of 2009, according to Greenpeace.


While 2009 isn't over yet, Greenpeace noted that the companies have reset their clocks. HP (14th place) formally pushed back its phase-out of the chemicals to 2011. Dell (13th place) will fail to meet the 2009 deadline, but has offered no new timeline. Lenovo (down from 14th to 16th place) changed to a 2010 deadline, and Greenpeace claimed it has information that even that deadline will be dropped.

In conjunction with the release, members of the group protested at HP's Beijing facilities last week.

Apple, meanwhile, dropped to 11th place from 9th. Greenpeace gave the Mac maker kudos for its success in making products completely BFR-free and "virtually free of PVC," as well as its green computer campaign. But Apple was scolded for using "unreasonably high threshold limits for BFRs and PVC in products that are allegedly PVC-/BFR-free." As experts have noted, since there is currently no widespread standard for reporting on many environmental and carbon footprint issues, companies have been struggling to determine their own guidelines. Apparently, Greenpeace didn't like the ones it saw Apple using for this category.

Microsoft remained in 15th place, still admonished by Greenpeace for not having a better customer e-waste return policy.

Samsung garnered 2nd for succeeding in producing PVC-free LCD TVs and lowering the overall amount of toxins in its other products by significant amounts. Sony Ericsson moved up from 5th place to 3rd for improving its energy efficiency.

Last place? Still Nintendo, though Greenpeace gave the Wii maker points for switching to PVC-free internal wiring in their gaming consoles.

First place continues to be the province of Nokia, which remains the greenest company in the eyes of Greenpeace, notably for the success of its take-back program for used phones.

While many companies have gotten serious about recycling tech junk, Greenpeace sees e-waste as one of the most serious forms of pollution going unchecked.

The environmental organization claims that e-waste is the fastest growing contributor of municipal waste because of the frequency at which people upgrade to new cell phones, computers, and other electronics. According to its estimates, 20 million to 50 million tonnes of electronics are thrown away each year worldwide.(Others estimate that e-waste will plateau by 2015.)

Study: E-waste build-up will plateau by 2015

The contribution to landfills from electronics will actually escalate until about 2015, but good news will follow, according to a report released Wednesday by Pike Research.

So-called e-waste will reach a global volume of 73 million metric tons by 2015, then begin to decline in the years following as recycling initiatives and practices catch up to the rate of the production of electronic goods, according to the report called "Electronics Recycling and E-Waste Issues."

The prediction is the firm's own forecast based on the premise that companies and governments worldwide will continue and expand current recycling programs and initiatives--a practice Pike Research said will likely continue now that public awareness of the effects of e-waste dumping have been brought to light.

The report found that the efforts of nonprofit groups and the media to expose the effects of e-waste dumping have influenced original equipment manufacturers and recyclers worldwide to make an effort to clean up their act.

Pike Research touted the following companies as responsible leaders when it comes to recycling e-waste: Cisco, Dell, HP, Motorola, Nokia, Research In Motion, Sprint Nextel, and Vodafone.

It blamed low consumer effort to recycle old stuff as part of the problem, as well the dumping of e-waste in developing countries.

"Consumers have few incentives to reuse or recycle used electronics equipment. In most countries, it is still too easy and relatively inexpensive to throw e-waste in the trash. An optimistic estimate of average recycle rates is about 15 percent. Inconsistent legislation, minimal controls on the recyclers, and little enforcement has also led to widespread and inappropriate dumping of e-waste in developing countries," the report said.

Just how much tech junk is getting recycled?

Correction at 9:20 a.m. PDT: The time span for Office Depot's figures is one year.

Last year, Office Depot recycled almost 1.5 million pounds of old tech equipment through its service for consumers, the company said Wednesday.

That sounds like a lot. It makes you realize how quickly all those landfills must be filling up since that figure represents only the junk from people who 1) actually bother to recycle, and 2) chose to go with Office Depot's recycling program.

For a comparison, I decided to check how other company-sponsored recycling programs are doing. Unfortunately, as sustainability expert Kevin Wilhelm told CNET, there is yet to be a standard way for companies to calculate such statistics. What's included in recycling statistics varies from company to company, but the data I dug up offers a rough idea of what's going on in this arena.

Staples, an Office Depot competitor, began offering an in-store recycling service in May 2007. It charges $10 per large item regardless of where you originally bought it; recycles small items like keyboards, mice, and speakers for free; and offers $3 in Staples rewards for Hewlett-Packard, Lexmark or Dell brand printer cartridges.

By the end of the 2007, Staples had recycled 2 million pounds of tech junk, including almost 24 million printer cartridges in the U.S., according to the company's 2007 sustainability report.

What about the computer manufacturers themselves?

Hewlett-Packard has had a recycling program since 1987 and in January 2009 launched a new program that offers money for old tech equipment. As of June 2007, the company had recycled more than 1 billion pounds of electronics and printer cartridges and expanded to include consumer programs in 50 countries. HP's new goal is to reach 2 billion pounds by the end of 2010.

Unlike Office Depot, which asks customers for pay $5, $10, or $15 for a box they can fill with everything from printers to digital cameras, HP offers credit that can be put toward the purchase of an HP product.

Apple has consumer recycling programs in 95 percent of the countries where it sells its computers. In 2007, it collected about "21 million pounds of e-waste," according to the company's 2008 environmental report.

Dell offers consumer recycling programs worldwide. In the U.S., it's free. Between 2006 and 2008, Dell recycled about 255 million pounds of its own products. Its goal is to recover about 275 million pounds by the end of 2009, according to its 2008 Global Corporate Responsibility Report.

Big Blue seems to have recycled the most, or at least calculated the most.

Between 1995 (when it began keeping track) and the end of 2007, IBM "collected and recovered (resold, refurbished, or recycled)" more than 1.5 billion pounds of product and product waste worldwide, according to the company's latest corporate sustainability report.

In the U.S., IBM offers consumer recycling programs on a state-by-state basis.

While recycling tech equipment is definitely a positive way to do your part for the environment, it's also important to keep your computer information secure. Always remember to properly wipe computers clean of your personal information before giving away or recycling them. Coincidentally, CNET's Seth Rosenblatt did a piece on wiping hard drives clean earlier this week.

I lost interest in eBaying my old tech when all the PowerSellers moved in making it more difficult to unload an unwanted or unneeded gadget. That's why trade-in sites make sense; I'm willing to take a little less cash than deal with setting up an ad, answering crazy buyer questions, and then packaging things up and getting them shipped.

One such site, NextWorth, started off only doing iPods and iPhones, but as promised late in 2008, the company has expanded its trade-in opportunities to include BlackBerrys, digital cameras, GPS units, video games, and video game consoles.

Getting a quote on the value of your goods is as simple as searching for your product and answering some check-box questions about the condition of the device and the whereabouts of its accessories and paperwork.

If you decide to sell, NextWorth will pay you by check, Paypal, or gift card to Target or Amazon. And if NextWorth says your tech isn't worth anything, you can choose to be responsible and ship it to the company for free and it'll dispose or recycle the device properly. But if you reach that point, you may want to give your local Freecycle group a shot.

Plastiki: Message in a bottle raft

British adventurer and bank dynasty heir David de Rothschild plans to sail from San Francisco to Australia--in a boat made from discarded soft-drink bottles.

No sharp epoxy smells greet us on San Francisco's Pier 31 when we go to visit de Rothschild on a sunny weekday afternoon. Instead, popping sounds from bottles being re-inflated echo like a huge popcorn machine in the northern end of a hangar. This is where the strange vessel, called "Plastiki," is being built.

In part of this hangar the size of a football field, 12,000 recycled bottles donated by the Waste Management company are being washed, cleaned, and pressurized for their new role--acting as flotation devices in the two pontoons of the 60-foot high-tech catamaran.

"If we really want to move from Planet 1.0 to Planet 2.0, we need to really start taking action and stop just talking," de Rothschild says as he arrives at the construction site.

The tall, bearded 30-year-old--a charismatic scion of the British Rothschild bank dynasty and the youngest British person to ever reach both the North and South poles--demands attention as he circles the busy site.

He runs the Adventure Ecology educational organization and is the mastermind behind the Plastiki project, which, among other things, aims to change people's perception of garbage. Today, most plastic bottles in the U.S. are not recycled, according to environmental organizations, and instead end up in the world's landfills and oceans.

"Thirty-nine billion plastic bottles are consumed in the U.S. every year," de Rothschild says. "Only 20 percent are recycled. Imagine what that is in terms of resources."

The lofty goal of a voyage to Australia has spurred a number of inventions. The skeletal hull, decks, and cabin of the boat, for example, are made of composite Polyethylene Terephthalate (PET) plastic panels consisting of layers of self-reinforcing PET skins, a woven fabric made of reused plastic.

"What we have been exploring with is biocomposites, bioglues, biopolymers," de Rothschild says, "things that are not just going to be positive for this project, but have ongoing implications."
