eBay Needs To...
eBay needs to clean up PayPals policies so that it isn't so easy for sellers to get screwed by buyer and PayPal themselves. Read the PayPal forum on the eBay site and you will see just how unhappy customers are with PayPal and how they work. The only people that seem to be happy with PayPal are the ones that work for eBay or PayPal.

The sad thing is most of the fixes need to make PayPal fair and safe for everyone are easy to do. Like requiring all accounts to be confirmed/verified. Allowing eBay sellers to set their auctions so that only verified/confirmed PayPal members can bid (if they seller so chooses). Things like that would go a long away to protect the sellers from rip-off buyers.

You have lived until you have sold something, have the buyer claim they didn't get it, file a claim with PayPal, have PayPal give them back all of their money and then get a e-mail from the buyer saying how much they love their new free product. And, then have PayPal tell you it isn't their problem.

They want to act like a bank and a credit card company they they should have to follow the same rules. Which means they have the same complaints procedure as a credit card company and not one that automatically favors the buyer. Or, one that says well you don't have online tracking and while you do have proof of shipping because it isn't online we won't except it. All of that is bull.
