Let the free commercial market do it's thing.
If Governments are concerned about their citizens being scammed, perhaps a closer look at Corporate Ethics might reveal issues they can have a more direct influence upon?
While we wait for that to happen, everyone who does not want to get cyberstabbed, cyberscammed or cyberjacked needs to unplug their modem and GO OUTSIDE or something.
