How about using a 256 bit number to mathematically scramble using the XOR method all of tha data on the passport. This number is then encoded in the form of a bar code on the passport. Thus to read the Passport the reader (which obviosly cannot be allowed to store the number) must first physically scan the passport, thus preventing any unknown scanning.
