Not practical
Ok, so you beam a laser out into space. Let's see... the earch is spinning and this beam is focused like a long piece of string, so in effect, it's like swinging a piece of string tied to a fan. The beam may come around and smack ET in the face lightyears away, but only for the smallest fraction of a second. Long enough to pick up anything useful? ET would have to orbit the earth, making one revolution per day and keeping in contact with the laser beam in order to pick it up. If ET is 4 light years away (closest star) then he'd have to travel in a circle with a circumference of over 24 light years in a day to keep in contact with the beam. Likely? This is nothing but a PR stunt. Mexico has bigger problems it should be paying attention to, like it's economy and why millions of its citizens are illegally going to other countries trying to get away from it.

ummm....who says it's going to take that long??
You do realize that no one said this thing is gonna take days to send out, right? It will probably be sent out in an extremely short pulse, with the laser calibrated to maintain its aim on a far-off object. This may be a publicity stunt, but that doesn't mean they don't want to give it the opportunity to work. And how the heck you can try to turn THIS into a discussion on illegal immigration is beyond me. Mexico's about more than that. You should know better.
