Took long enough

I'm wondering why it's taken so long for this to be on the legislative hotbed. This has been happening for at least 5 years. It's either because it didn't make big news headlines, or companies didn't even know it was occuring.

I had a Citibank card that I had in my possession, but had NEVER been used, not once. But about 5 years ago a charge, converted from Russian rubles, appeared on the card, which I immediately had marked as fraudulent and closed.
