I think I saw one like this at frys. It is not just a solar car. The electricity is used to create hydrogen (from the water) which is used to power a fuel cell that drives the electric motor.
It may already be on the market, but how many kids get to talk about how they are experimenting with fuel cell technology. Could be a good science fair project, if it works.
I thought this story's about techophiles not techophobes.
