unnecessary arrangements

Are these arrangements even necessary? I know in my area the cable franchise agreement obligates the cable company to provide cable to all residents at no additional cost for running cable to a new development.

Hey marketing genius, add "people with a brain" to list of people who don't want to pay for ad laden BS showing on pay TV. It's just as good as broadcast TV.

Why is this even 'news'?

Dont want it? Then dont buy a home thats part of a homeowner's association, or dont rent an apartment that offers 'free' cable. If your condo assoc wants to make such a deal, complain to them about it, and vote for someone else in the next board election.

There, problem solved.
