New legislation could amend DMCA

WASHINGTON--Rep. Zoe Lofgren, D-Calif., on Tuesday said she would try again to amend the Digital Millennium Copyright Act to give consumers more rights. Lofgren, who re-introduced her Digital Choice and Freedom Act from last October, said in a statement that "individual consumers are being denied their legitimate rights in the digital age." Lofgren's legislation would permit bypassing copy protection mechanisms if the purpose is to "to make a noninfringing use." Rep. Rick Boucher, R-Va., announced a similar bill in January.
