The development of low-cost handset is likely to boost the mobile market in developing economies and particularly in Africa. As the move is business-oriented, chance that it will be a success is great. On the hand it may contribute to curb piracy such as decoding sim-locked handsets, though regulators and mobile operators will have to address more seriously other subsequent issues such as securities and health related problems.
