Chinese government and their hard line censorship tactics.

How sheltered are chinese citizens? Every channel to non-Chinese media is filtered by their government. Try to seek new media (ie cell phones and sms) and they filter/ban that as well.

Yet, they do nothing when it comes to the blatant piracy of non-chinese goods. Kind of hypocritical if you ask me.
