Reasons to Invest in Fiber

Maybe the reason to invest in oceanic fiber is for Google to have an alternative path to its traffic that cross the Atlantic (EEUU - Europa) or Pacific (EEUU - China. Then Google have to talk with ISP that can handle Google traffic by Google Fiber, maybe in a future Google will buy and ISP (vertical consolidation: Access Contet Provider - ISP - Backbone Provider)

Good for them. Hope it works out like they want. Personally, I don't trust this company. Trust is established when companies do what they say. But when a company says one thing "Don't be evil" and does just the opposite, then trust is destroyed.
