Either numbers that can only be used at one merchant, or numbers that are good for only 1 day. Numbers tied only to a person are bad... VERY bad. Treat it like PGP... A number owned by both parties that can only be used for transactions between these parties. Would significantly reduce the amount of theft and hacking as there would be no benefit to the stolen numbers.
