Just confiscate the devices
As a teacher in China I simply confiscate the mobile devices when they enter the examination hall. If they get caught cheating they get expelled from the examination.Its a big loss of face in China to lose a chance to go to university. Some students study for months for this examination. The competition is fierce in China. Some parents even try to bribe examiners to pass their children.

But unless your searching them as they enter the room those who want to cheat are going to say they dont have one and try to sneak one in.
