As with an OS, it makes more sense to me to do a "clean install" in a new undeveloped area of land rather than try to upgrade the existing city. It was poorly designed, and already busting at the seams. Adding more overhead roads is just going to make it even worse, and still doesn't fix the problems that already exist.
But, thats just my comments on the topic of the story. I could go into all the other comments related to it, but lets stick to the topic at hand.
