The year 1999:
The Philippines has become by far the global capital of text messaging, a feature of digital cell phones virtually ignored in many other countries.

Each day, more than 18 million text messages are transmitted in the country--twice as many as in all of Europe, industry officials say. That's an average of 25 a day for each of the 720,000 subscribers of Globe Telecom Inc.

That is 1999, i do not have the data for the present 2004.
