Not old news

This is not old news. This was previously reported as something Ebay "was going to do." Yesterday, they sent the official notification to registered users. Yesterday's notification is the event actually taking place, and is considered news. Something that actually happened.

Probably Nothing...

Microsoft probably changed nothing...
EBay claims streamlining and simplification... their financial report shows lower than expected earnings. I imagine that not supporting Passport in addition to their own authentication would reduce some expenditure.... and remove a redundant authentication scheme. Besides... Passport isn't really catching on in a big way.
