... with the native tougues such as Telugu, in addition to Hindi and Tamil languages communicate with; lets say, persons that read, write and speak only "International English" this being one of the accepted international languages throughout the world? With the integration of translation software packages perhaps!

Yes...this probably assumes that english will be the business Lingua franca used though it may also spur the Open Source community to work towards integration of translation software packages.
