Right, it's all code for MSFT will own the Web and tax it however the company see fit. Gates said as much in his 1995 Superset the Internet memo. Every connection, a MSFT tollgate! Yes! Yes! The whole planet will pay for the traversal of every byte! Shame on you, Ray, for euphemising so shamelessly for these jackals!
