Hurricanes develop because the cooler air above the water allows the swirling to begin, and then to intensify. If the air were warmer by a relatively small amount, the swirling effect could be reduced.

Seriously, combatting mother nature is never a smart venture. Money would be better spent in modelling the evacuation plan. We have battlefield models for war efforts, it is nearly the same thing. You need to move out residents, move supplies and medics into a safe area close enough to the danger zone, and mobilize construction materials.
We should also consider floating mesh cellular networks...like a cell tower built into an airship like the Goodyear blimp and have the ability to move them in quickly.
