Why should it surprise anyone? Large companies of any industry are generally very conservative. They abhor risk.
Software, is something a person or a group of people can create in their spare time and actually surpass what the slow and cautious corporations are doing.
Not many industries have such a low barrier to entry. Software definitely does.
So to get noticed(and get some VC money or a buyout offer)they have to actually push the boundaries.
As long as anyone with the talent and a computer can write code, this industry will be driven by the bottom-up.
