Try the "Publish" tab (next to the "Share" tab)

It's there. Your screen shot shows the "Share" tab, meant to help folks share w/specific people. To make public, click on the "Publish" tab, right next to that "Share" tab, and you'll see what you're looking for:

"You can publish your document to the Internet, where anyone will be able to access and view it online. Your document will be assigned a unique address (URL) on google.com that you can send to your friends and colleagues."

Netcraft's headline numbers tend to get skewed by relatively few domain parking and volume hosting sites. Traditional, Apache land due to it's zero cost, vs IIS where you tend to have to pay MS per instance. I can't imagine any other reason for those folks to move over to IIS other than there being financial incentives (not just zero cost) to do so.
