About nine seconds in a major emergency as everyone and their dog proceeds to get on the line to alert everyone else including 911 about the emergency. This is from personal experience.

Get to know your local amateur radio operator.

Northridge CA earthquake knocked out a major power station shutting down all forms of communication in a large section of Southern California. My amateur radio station was just at the edge of the affected area and had power. I was able to commuincate with other amateurs inside the quake zone that used battery or generator power and relay messages by both radio and telephone to state and local officials. As the day continued, I was relaying health and welfare messages through other amateurs to concerned friends and relatives across the US and into South America.
As amateur radio operators we regularly practice for such emergencies. We participate in any disaster to aid and supliment the emergency services whether fire or flood. Guard the amateur radio spectrum as a national and international emergency communication service.
