What exactly is this story reporting on?

I'm half-way into the article and thinking, are they going to give us a bone?

I thought there would be something worthwhile in this article as
well. I'm glad to see I'm not the only one who seemed to have
totally missed the point of it.
Gephardt was never Speaker

of the US House of Reps. He was in line as the Majority Leader in
the 103rd Congress when Speaker Tom Foley was defeated for
reelection in 1994, but the Republicans won the majority for the
first time in 40 years and Dick G became Minority Leader instead.
He later resigned his seat to run (unsuccessfully) for the
Democratic Party's nomination for President.
