I was in that kind of malls in Singapore.
They have some stuff that they should not have - like over the counter unlocked cellphones, pirated software and so on.
Another thing is that you can negotiate price - for example i was buying digital camera. I said i will pay cash - and I told them that i will pay 100$ less than sticker price and they should give me 1GB SD card free. They agreed at once.
Same with computers - you can really negotiate price and get a pretty good deal.

Act suspicious at a Best Buy or a Mall and you will have a similar experience. They may even ask you to leave the mall or store.
