Solution, a simple answering machine, with standard disconnect tones before the main message. End of problem, as the computer dialling system terminates the message, upon receiving the disconnect tones!

We create a device hooked up to the phone to detect these types of calls and calculate home many people's phones it is calling and then call that company that many times with their message.
