That is what they need to do

The story mentions stopping the UPS trucks. Yes, that is what they need to do. The delivery services like UPS, FEDEX, etc. need to be franchised in their State. So, if a delivery is to be made to an individual in a State with a sales tax, that is coming from a business, a statement of sales price needs to be made from that business. The shipping cost should then include the sales tax. Nothing more, nothing less. The shipping company fails to get a franchise in the Sales tax states cannot deliver. This should go for the USPS as well.

If they have to stop the litle brown trucks, to be fair they should do the same for the blue and white ( ie usps) truks as well. I just don't see them anytime soon interfering with interstate commerce and the usps that is a federal entity.

Sure, but somebody has to pay for the things that Government provides. If the people in your State have approved a "use tax" or "sales tax" to do so, you are obilgated to pay it until you do get it repealed. (Of course you can move to Texas or Oregon that don't have said taxes.) The point is that these states with approved use tax are not able to collect those taxes from businesses outside of their area. (That is as it should be.) They need to collect said taxes from those businesses or people in their area of control. How to do that is the question.
