D Block Issues

The real issue here is that anyone bidding and winning the Upper Band D block spectrum will have to negotiate with a Quasi Government entity to do business. Hello! Have anyone ever built a Business case using $1Plus Billion investment without knowing how much bandwidth (resource)they will have at any given time for commercial use?? How does a Government entity define an emergency anyway-A bank robbery? A smal flooded area in the City? Public Safety is the full time job of Police and Fire so they will need it 24/7 right??
I can tell you that the Government entities that we deal with expect to have 24/7 Access to this Public Safety Spectrum and they are planning on using it to replace their Cell and 800Mhz wireless data networks. What is to keep the Local Cities from using this spectrum for day to day use and declare it all an emergency??
The FCC will have to go back to the drawing board and convince a Verizon Wireless to come back into the auction.
