- The real issue here is that anyone bidding and winning the Upper Band D block spectrum will have to negotiate with a Quasi Government entity to do business. Hello! Have anyone ever built a Business case using $1Plus Billion investment without knowing how much bandwidth (resource)they will have at any given time for commercial use?? How does a Government entity define an emergency anyway-A bank robbery? A smal flooded area in the City? Public Safety is the full time job of Police and Fire so they will need it 24/7 right??
