The European Union (EU) consists of 25 member states - the European Commission is solely the executive branch within the european union and can only make policy recommendations. I am legally blind and design accessible learning websites for children and am a blogger. In a competitive world where it is important to reach the widest possible audience, web accessiblity is desirable not only ot reach the disabled - but because the principles of simplicity and redundancy that are foundations of accessible web design are a win-win for all users.
