I noticed recently that many of these districts have not been able to overcome their incompetencies in this arena.
This is an extremely Large district and they are not able to change and adapt thier policies. It is their policies that keep them from using technology to interact more and use the instructional side of the internet.
I have noticed that school districts can't seem to get the decision makers in a position of authority. Currently the districts promote based on time and not necessarily on capability. They also keep non-productive people in positions that they can't perform or make dynamic decisions to update policies, so policies remain dated and unchanged.
I am no expert in these matters however it seems the amount of waste in local government and schools is at an all time high and people now need to look at our schools as having tons of potential. There is more waste than productivity from administration to teaching staff. My kids and your kids deserve the education that we pay for and not for teachers to get raises during years that eveyone else takes pay cuts.

Sorry for my rants but I do feel strongly. Some local governments are not inefficient however many that I personally have seen the inner workings of are. There are a few strong leaders that keep them glued together and the rest are "seemingly" mindless drones.

Again.. I only have an opinion and sorry if I step on toes!!
