Why?

Because they can! Today's omnipresent technology in the form of one personal gadget or another seems to have made voyeurs of some people who would normally given no more than a fleeting glance. As much as some people (including myself) worry about government eroding our privacy, we have met the enemy...and they are us!

Privacy Expectations

I don't know about China but there is generally a diminished expectation of privacy outside of one's home if you are located in the United States. This doesn't justify filming everything around us but many people, particularly celebrities here in California, seem to think they're protected from having their picture taken outside of them home. To be fair, I'm sure these celebrities just don't want a camera shoved in their face when they're trying to eat; who would?
