No changes to Flickr. The sites remain separate sites.

Flickr is already fully open to public registeration without restrictions! The difference here is Yahoo! Photos, unlike Flickr, gives you unlimited storage, bandwidth, albums...etc

How can the site have 30 million registered users if it was just launched today and in limited beta?

It you are automatically registered if you have a Yahoo! account, then those users shouldn't be counted when determining who is the biggest photo site.

The 30 million registered users are at Yahoo Photos, which has been around for a while.
