Maybe there's a political message in the MS degree or higher restriction

It is good that they restricted it to MS degree or higher.

No doubt there is a political side to this, as the typical H1-Ber (I have seen first hand, about 50-60 so far) with BS degree winds up doing mundane jobs like build engineer, Unix scripter, really just replacing a US citizen. And I have seen people with MS degrees work at these kind of positions, it's a waste or they were just lame (probably just needed a job).

But really this program should be restricted to PHD's. That way industry would be less likely to hit the cap, and good candidates (who really do have new ideas) will almost always be able to enter the US.

Could also be that the fed's (Bush Administration) are thinking along these lines and a bowing to industry pressure.

why do we need h-1b visas

We would not have to have these discussions about h-1b visas if our k-12 education was in better shape. I believe it is of my greatest duty to the future of the country I love to fight any addition to the h-1b visas. Maybe corporations will take a more active role in ensuring our k-12 education is improved. Another huge problem in our great country is that we need to build more colleges. Students are fighting for single positions in our colleges.
