Perhaps the reason that companies vie for H1B is that foreign nationals (many of whom receive degrees from US universities) are better skilled in some areas, like, say, spelling & grammar?
Seriously, though, H1B's and outsourcing are very polarizing topics and competent discussion requires a level of knowledge that's might be beyond most people's. In regards to outsourcing, many companies are now turning to in-sourcing -- using workers in "rural" areas with lower costs of living and, thus, lower wages.
As for H1Bs, they are not as easy to get as most people tend to think. I live in Houston, home of the famous Texas Medical Center. I personally know cases when world-famous doctors with unique specializations (i.e. only a handful of specialists exist in the world) couldn't get visas.

- H1B's have nothing to do with guest worker visas for Mexican citizens that are being worked on. Get your facts straight.
