Speech Impaired

The AVSR application in a handheld device with camera (similar to the video in cellphones) would be of great benefit to the speech impaired. The system could be trained to the individual and interpret the movements of the speech related potions of the face passing the results to a speech engine using true voices as distribted by AT&T. In the short term, a fast laptop with good sound could do the job, replacing many text to speech programs.

Is there a portable AVSR application that speech impaired can use to communicate, effectively in real time?
Anybody with information regarding such a product? Pointers?
