They have been doing this in Europe for over a decade. In Spain you could pay for a coke in a park with your cell phone (via an SMS message or a special app), and the charge would be then added to your phone bill.
The limitations for doing this have always been regulatory, not technological.

Next generation payments

Just to let you know that Spartapay has been creating the next generation of payments in the UK for over 12 months and has public sector clients already. Please research the market before making wild claims!!! They still use expensive credit card gateways to add funds to users accounts. 90% of the world (78% in Europe alone) do not use credit cards!
