Practically all feature films have been "HI-DEF" for a VERY long time. The 35mm and in some cases 70mm source elements contain far more detail than can be presented on DVD. Granted, newer films typically look a lot better. However, even for older films, when properly transferred to Blu-Ray using source prints that have been kept in good condition, there is no question that they are "HI-DEF".

While there have been some Blu-Rays where they really dropped the ball (Gangs of New York a prime example), I disagree with the statement that "The vast majority of these movies just don't look that much better". On a calibrated 1080p display, I find most Blu-Rays look a lot better than the up-converted DVD. That said, I agree it is probably not worth upgrading my entire 100+ DVD library, especially at $30 for some titles. However, for those titles I really like, it has been well worth it!
