Just a little comment about your headline about "Intel's alleged violations". In legal terms, "alleged" means something that you have not gone through and completed a trial for yet. Intel has obviously already gone through a trial and been found guilty, so it is no longer "alleged". Yes, they are appealing it, but that doesn't turn the decision back to alleged unless it is overturned.
