The FBI and other police agencies would be required to obtain search warrants before reading Americans' e-mail or tracking their mobile devices under a bill introduced in the U.S. House of Representatives today.

A politically ambitious Justice Department official who oversaw the criminal case against Aaron Swartz has come under fire for alleged prosecutorial abuses that led the 26-year-old online activist to take his own life.

Carmen Ortiz, 57, the U.S. attorney for Massachusetts who was selected by President Obama, compared the online activist -- accused of downloading a large number of academic papers -- to a common criminal in a 2011 press release. The suicide last week of Internet activist Aaron Swartz has led a Democratic congresswoman from Silicon Valley to call for reforms to computer fraud laws linked to his death.

Swartz, who championed open access rights to documents on the Internet, was arrested in July 2011 and accused of stealing 4 million documents from MIT and Jstor, an archive of scientific journals and academic papers.

Typically when policy makers brainstorm ideas on new legislation, they'll talk to their colleagues or constituents. But California Rep. Zoe Lofgren is trying something different -- she's turning to Reddit.

Lofgren will be tuning into Reddit tomorrow to ask people for ideas on how to best protect Web sites accused of copyright infringement, according to political news site The Hill. The congresswoman is working on new legislation that would notify Web site owners blamed for copyright violations. The law would also halt the government from shutting down Web sites until the owners were able to defend themselves.

Police must get warrants to access Americans' e-mail and track their cell phones, according to new privacy legislation that promises to spark a political spat between high-tech firms and law enforcement.

The bill, introduced today by Rep. Zoe Lofgren -- a Democrat who represents the heart of Silicon Valley, including the home turf of Apple, Google, and Intel -- would generally require law enforcement officials to obtain a search warrant signed by a judge before they can access cloud data or location information.

The U.S. Department of Homeland Security is seizing domains and taking down URLs in the name of copyright infringement, but its tactics are worrying certain members of Congress.

In a letter (pdf) sent last week to Attorney General Eric Holder and Secretary Janet Napolitano, three members of the House Judiciary Committee aired their unease.

Last-minute opposition to the CISPA, which has been criticized as a "Big Brother" cybersecurity bill, is growing as the U.S. House of Representatives prepares for a vote this week.

Rep. Ron Paul, the Texas Republican and presidential candidate, warned in a statement and YouTube video today that CISPA (PDF) represents the "latest assault on Internet freedom."
