General Motors and eBay will start a trial program Tuesday to let Californians buy cars online.

Dealers at 225 locations in California will participate in the program, which will run from Tuesday until September 8. It will be available at the co-branded Web site, gm.ebay.com.

The site will allow people to compare prices, arrange financing, and check a used car's eligibility for the Cash for Clunkers trade-in program. There is the "Buy It Now" option where people agree to pay the advertised price or can make an offer using eBay's auctioning system.

PayPal suffered a global outage and slow performance Monday, but eBay said its online payment system is mostly back in working order.

"About an hour ago, PayPal started experiencing site issues that affected the ability to send and receive money. We have all hands on deck to get this fixed," said PayPal spokesman Anuj Nayar in a blog post about noon PDT. "We're really sorry for the inconvenience."

An update at 12:40 p.m. said the site was working again for most users.

eBay wants to spin off telephony service Skype into a separate publicly traded company, but something's standing in the way: Skype's founders are threatening to take back some of the technology in the midst of a licensing dispute.

The auction giant's solution, according to a Bloomberg report on Thursday: Build a new one.

PASADENA, Calif.--PayPal is just over a third of eBay's revenue at the moment, but the online payment service will ultimately be bigger than the company's flagship e-commerce site, its chief executive said Thursday.

"PayPal is a business that will be bigger than eBay," CEO John Donahoe said in a talk at the Fortune Brainstorm: Tech conference here. However, he said that shift will take four to six years.

Hurt by its sluggish auction business, eBay reported a 29 percent drop in second-quarter earnings.

Net income fell to $327 million, or 25 cents a share, compared with $460 million, or 35 cents a share, in the year-ago quarter. Sales also were lower, slipping 4.5 percent to $2.1 billion for the quarter ended June 30, the company said Wednesday.

Excluding one-time charges and stock-option costs, eBay said quarterly earnings would have reached 37 cents a share, or $478.6 million.

On Monday, Craigslist and other sites were adorned with many of those lucky to have won tickets to Tuesday's Michael Jackson memorial service celebrating their good fortune--by trying to sell the free tickets.

On Craigslist's LA site the bereaved are brazenly asking buyers to take away the burden of their pain. One, for example, wanted $2,000 for two tickets. His posting, however, has been flagged for removal.
