Mobile-browser maker Opera is set to announce today that it's dunking a toe into the mobile-advertising sea. Opera's new Open Mobile Ad Exchange service is a cloud-based ad platform that will work with publishers to place ads onto mobile-browser pages.

While Opera is shopping the pages of its Opera Mini browser first, the company hopes to carry its advertising service to other mobile browsers. The U.S. Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) released a joint report Friday that detailed the cause of the "flash crash" on May 6 that triggered the Dow Jones Industrial Average to plummet almost 1,000 points in the course of a half hour. The culprit, the report found, was a single $4.1 billion trade carried out by a computer-based sell order.

Users of Microsoft's hosted versions of Exchange and SharePoint have had to endure a bumpy last couple of weeks, with at least three service interruptions or outages.

Microsoft said in a blog post this week that all of the issues were related to a change in networking infrastructure that the company made last month. The U.S. government has widened its probe into possible bribes paid by Hewlett-Packard to help it capture a lucrative contract in Russia.

Officials in the U.S., Germany, and Russia have been investigating allegations that current and former employees of HP engaged in bribery, embezzlement, and tax evasion in connection with a business deal between Hewlett-Packard ISE GmbH, a former HP German subsidiary, and the chief public prosecutor's office in Russia, according to an SEC document filed by HP on Thursday (see Note 16 under Russia GPO and Related Investigations).

REDMOND, Wash.--Aiming to show it is still winning customers against Google, Microsoft on Thursday announced deals to provide hosted e-mail and portal software to three big corporate customers.

Dell said on Thursday that it will pay $100 million to settle charges that it engaged in fraudulent accounting practices to appear to be meeting Wall Street earnings targets.

The U.S. Securities and Exchange Commission probe into the company and chairman Michael Dell, which has been previously disclosed, alleged that Dell "failed to disclose" payments from Intel to use its processors and "materially misrepresented" the reasons for its improving profitability.

Dell said in a statement that it and its chairman agreed to the settlement without admitting any wrongdoing or illegal activities.
