Seventy-seven percent of small- and medium-sized businesses believe that their companies are safe from cyberthreats and yet 83 percent of them have no formal cybersecurity plan. Um, yeah. Eleven European countries suffered major communications outages last year, according to a new report by the European Union's top cybersecurity agency.

The report, released today by the European Network and Information Security Agency (ENISA), said that 11 EU member states reported 51 "severe outages" in their countries' communications networks and services during 2011.

The report said that 60 percent of the incidents affected cellular networks or mobile Internet, with the remainder involving services such as fixed phone and internet, messaging and e-mail.

A tense territorial dispute with China has triggered cyberattacks, according to Japan-based reports.

Web sites at 19 Japanese banks and universities, among other institutions, have been hit with attacks in the wake of Japan's nationalization of the Senkaku Islands on September 11, according to Kyodo News Agency and other reports.

The Web site of the Internal Affairs and Communications Ministry statistics bureau, for example, has come under a distributed denial of service (DDoS) attack, Kyodo said.

Tohoku University, an elite science and engineering university, has also been targeted, Kyodo said.

For the second time in two weeks a virus outbreak has been reported at an energy company in that region. Qatari liquified natural gas producer RasGas said its corporate network and Web site were down after getting hit by a virus on Monday. Earlier this week the Saudi Aramco oil company confirmed that its network was hit by a virus two weeks ago, shutting down 30,000 workstations. Gauss, a new "cyber-espionage toolkit," has emerged in the Middle East and is capable of stealing sensitive data such as browser passwords, online banking accounts, cookies, and system configurations, according to Kaspersky Lab. Gauss appears to have come from the same nation-state factories that produced Stuxnet.

According to Kaspersky, Gauss has unique characteristics relative to other malware. Kaspersky said it found Gauss following the discovery of Flame. The International Telecommunications Union has started an effort to identify emerging cyberthreats and mitigate them before they spread.
