Portland, Ore., has a national reputation as a city that started on sustainability in the 1970s. But unlike most everyone else, the city leaders and citizens stuck with it. One of its best-known initiatives is its light-rail system.

The city has an Office of Sustainable Development and a wealth of programs for reducing waste, energy efficiency, and renewable energy.
