This is a trainer used to help crews going to the International Space Station learn how to work with moving cargo around while there. The idea is that cargo in a zero-G environment may not have any weight, but it still has mass and can cause damage if it hits instruments or anything else. By using this trainer, crews can learn how to work with cargo because this device is designed to simulate what it feels like to move large objects around in zero-G.
