Another safety procedure required that, in order to launch the missile, the crew commander and the deputy crew commander both had to turn their keys at the same time. The keys were kept under lock in this locker, and both used a combination lock to which only they knew they combination to keep the keys secure. The question, Morris said, enigmatically, was whether a bolt cutter was on the premises.
