The very top of the Symphony interface was called the Control Panel; in modern terms, we'd think of it as a combined menu bar and tool bar. Here, you can see that pressing F9 displayed the Services menu, a universal menu containing a set of submenus and commands that applied to all the environments.
Pressing F10 displayed the Environment menu, which contained a set of submenus and commands that applied to the currently active environment. Alt-F10 displayed a menu that allowed you to change between environments.
The Control Panel also displayed prompts and other information that we might find in a dialog box these days, such as commands to open or retrieve a file.
