In unincorporated areas of Buenos Aires where government resources don't extend, residents must clean and distribute their own water. Marina Quiroga, a community leader who lobbied Hurlingham's water cooperative to include low-income areas, checks the water pressure on her self-installed faucet. Quiroga's roof has holes and her house is below street level. Her home floods when it rains, and during one storm, hail the size of golf balls knocked her unconscious. Indoor plumbing is a luxury for people living in these conditions.
