To the undiscriminating eye, the screenshot of a Web site operated by Bill Conner, a Democratic challenger seeking a congressional seat in Ohio, isn't that remarkable. But Conner's elegant and sophisticated use of the <blink> HTML tag lends a classy air that his light blue backgrounds and heartfelt poetry wouldn't quite accomplish otherwise. Never mind that the <blink> tag's inventor calls it "the worst thing I've ever done for the Internet." Or that it has become the butt of programmers' jokes. Conner's discriminating use of this mid-90s markup technique breathes new life into a vital Web design tool.
