There's was an article from Reuters a day or two back about how the federal government has spent $30 million on using thrid parties to fraudulently obtain information about people rather than seek warrants. It seems that people stealing private information can avoid prosecution by selling a copy of the information they illegally collect to the executive branch. By not prosecuting the crimes, they can get information and not involve the courts -- very smart.
